Spelman speaks at Oxford Farming Conference - new CAP should be "fundamentally different

Caroline Spelman, Environment Secretary, has today delivered a speech at the Oxford Farming Conference including comments about the new Common Agricultural Policy (CAP) which will take effect from 2014, the fact that she believes that farmers in Europe should become less reliant on subsidies and that the new CAP should look "fundamentally different".
