New BSE testing procedures take effect from 1st January 2009

New legislation to update and amend the Transmissible Spongiform Encephalopathies Regulations has been laid in Parliament by DEFRA.

From 1st January 2009, the age that all cattle will be tested for BSE in the UK will increase to those over 48 months born in the UK or other EU15 Member States.

31st December 2008 will see the end of the DEFRA funded fallen cattle collection and disposal service for cattle aged 24-48 months that die after that date. From 12th January 2009, GB farmers will become responsible for arranging for the disposal, and cost of such disposal, of cattle carcases of over 48 month cattle. RPA issues reminder to claimants of Aid for Energy Crops Scheme

The RPA has issued a reminder to producers claiming the Aid for Energy Crops that form ENC9 (which for 2008 must be signed by both the applicant and collector/first processor) should be returned to the RPA as soon as possible. Further information is available on the RPA website.

No extension of Right to Buy in Scotland

House of Lords Committee comments on draft Marine Bill

The House of Lords Select Committee on the Constitution has published a report on the Marine and Coastal Access Bill, critising the Government's decision to ignore the advice of two earlier Parliamentary committees to include a right of appeal on coastal access issues. DEFRA to appeal pesticides case

DEFRA is to appeal the decision of the High Court in the pesticides case brought by campaigner Georgina Downs. (See the CAAV website note of 18th November 2008.)

Benn issues statement about 2008 SPS payments

17 December 2008

Following the opening of the 2008 SPS payment window on 1st December, the RPA has been carrying out trial runs of payments and has now commenced full payments with just over £700 million paid to approximately 21,000 claimants as at 16th December. DEFRA announces voluntary approach to Bluetongue vaccination to continue

DEFRA has today announced that the voluntary approach to vaccination against Bluetongue serotype 8 is to continue. There had been discussions about the possibility of a compulsory vaccination strategy, but this has been rejected in preference to continuing with the voluntary approach in 2009. RPA issued with Decision Notice by ICO to release CAP payment data

The RPA has been issued with a Decision Notice by the Information Commissioner's Office following a complaint under the Freedom of Information Act and Environmental Information Regulations. The Notice requires the RPA to release CAP information relating to payments made between October 1999 and October 2005. Further information is available on the RPA website.

DECC announce bio-energy capital grants

The 5th round of the Bio-energy Capital Grants Scheme has been announced by DECC. Grants will be available to businesses, charities and community organisations to fund part of the cost of installing biomass fuelled heat, or combined heat and power units. The deadline for applications is 30th April 2009 and further information and application forms can be found at the Bio-energy Capital Grants Scheme website.
