Job description:

An exciting and rewarding opportunity has organically developed within our busy Practice for a qualified Planning Agent / Surveyor to join our friendly, professional and hardworking team. This new role provides for an exciting scope of planning consultancy & development agency work, including residential site promotion projects on behalf of landowners, under the direction of our Head of Planning & Development.

 We are looking for an exceptional individual to undertake and manage a wide scope of planning consultancy & development agency instructions for a diverse range of property / landowning clients. The scope of this role includes assisting in developing the planning consultancy, promotion services & development agency aspects of the business.

The role will see the chosen candidate involved in a range of general rural & residential planning consultancy application work ranging from small to medium scale residential developments, larger scale development site promotion & option agreements, commercial/leisure enterprises in addition to LDP/LP promotion and project management of residential promotion sites.

The role has flexibility to undertake strategic property management advice on development aspects and all aspects of development agency with the marketing and sale of a wide range of development property.

The position is based from our offices at Monmouth and as such a sound understanding and working experience
of planning policy/law in both Wales and England is important.

We are seeking a committed, highly motivated and personable individual who is driven to assist the management team in developing the planning & development sector, all aspects of our development agency work of marketing and selling sites, and be able to deliver an explementary professional service to existing and new clients. The role will involve working closely with Stuart Leaver the Head of Planning & Development and David Powell, Managing Director, in developing the sector.

This role may well appeal to a Rural, Residential or Commercial RICS Surveyor looking to specialise in development property / sites and project management of land promotion projects on behalf of landowners

For the right candidate the opportunity exists to progress to a senior position/management role within the Practice.

Previous planning / development agency experience required

The key role, tasks and responsibilities include;

  • Undertake an exciting and wide-ranging scope of planning consultancy instructions to existing and new clients to contribute to the planning & development departments objectives and targets;
  • Preparation of planning applications and project management of client instructions including working closely with existing and new third-party consultants (i.e. ecology, landscape, architecture) to bring together supporting technical documentation;
  • Be able to prepare sites or properties with the benefit of planning consents for marketing and undertake all aspects of development agency in marketing and selling property alongside the Powells Property Sales team;
  • Report directly to the Head of Planning and Development on all planning and development matters;
  • Manage live planning application instructions from pre-application advice stages through to securing planning approval;
  • Provide planning and policy advice to clients and colleagues in order to assist clients with maximising the value of their property assets;
  • Assist with the management of residential site promotion instructions;
  • Assist with developing the firm’s residential development promotion work for small to medium residential development opportunities;
  • Proactively monitor identified Local Plans and Local Development Plans stages for identifying opportunities to promote land and working under the direction of the Head of Planning & Development;
  • Undertake residential development appraisals of client landholdings to identify development land promotion opportunities;
  • Identification, development and pursuit of new business opportunities and client instructions in the planning and development sector;

Essential Attributes for Candidates

  • A relevant RICS property or planning related degree and/or relevant planning/development consultancy experience;
  • Membership of the Royal Institution of Chartered Surveyors and/or Chartered Membership of the Royal Town Planning Institute, or desire to secure this;
  • Relevant post qualification experience in planning consultancy and/or development agency or development promotion work;
  • A sound working knowledge of planning law, policy and procedures at a national and local level in both England and Wales;
  • Experience in the delivery of accurate/tailored and professional planning related advice;
  • Proven ability to efficiently manage planning related projects including financial project budgets;
  • Capability to work alongside and co-ordinate a range of technical specialists providing input into planning submissions;
  • Surveying or consultancy experience is an advantage, as is a need to demonstrate a commercially savvy approach to all elements of business and private practice work.

The successful applicant must be flexible, self-motivated and be expected to demonstrate the following;

  • Ability to draft planning applications/reports/client advice to a high standard;
  • Ability to work under pressure, and have proven success in meeting deadlines;
  • Confident team worker, but able to manage own workload;
  • Excellent interpersonal & communication skills for dealing with clients, local authority officers, other professional contacts; technical consultants and team colleagues;
  • Full UK Driving Licence and own Transport.
