The Network Access / Estates Team is responsible for ensuring that Gigaclear has all the relevant permissions in place in a timely manner to enable the build of the network proposed by the design team.

We are currently building our network across Northamptonshire, Buckinghamshire, Oxfordshire, Wiltshire, Berkshire, Gloucestershire, Somerset, Devon and Essex and require Land Officer / Network Access Officers across all areas.

Purpose of the job

The Land Officer/Network Access Officer will be accountable for the acquisition and negotiation of wayleave agreements in a timely and accurate manner for the delivery of major telecommunications FTTP (fibre to the premises) projects. This role requires commitment, flexibility and accuracy to meet high quality standards.

Reporting into the Network Access Manager, the Network Access Officer will work closely with the Planning and the Project Management teams to help facilitate the granting of wayleave agreements.

The role will involve:

  • Route and acquisition feasibility
  • Site visits and related preparation and reporting
  • Correspondence with land agents, property owners, solicitors, local authorities etc.
  • Preparation of wayleave agreements, statutory notices and other formalities for entry onto private land
  • Negotiation of agreements
  • Negotiation of compensation claims
  • Liaising and reporting to project teams, design and wider company
  • Day to day project record keeping and reporting on internal database
  • Ability to carry out relevant due diligence including land registry searches and adopted highway searches in a timely manner

Experience, Knowledge & Skills

  • An understanding of infrastructure projects / utility network builds
  • Knowledge and understanding of the general legislation surrounding access and rights over land (particularly in relation to The Communications Act 2003 (as amended by the Digital Economy Act 2017) desirable)
  • Experience of negotiating land rights / agreements
  • Agricultural / rural knowledge desirable
  • MRICS or AssocRICS desirable but not essential 
  • for land rights
  • Confident negotiator and clear communication skills.
  • Excellent personal organisation, ability to work autonomously and prioritise effectively.
  • Proficient IT skills including:
    • Microsoft Office: Excel and Word
    • GIS and Mapping tools
